There's, of course, a lot more that goes into this, but I think the confluence of systemic and "individual" factors that go into these changes.

We got car culture because

a) cars are genuinely useful and freeing on an individual level, especially in more rural locales

b) rich people thus got cars and remade laws and infrastructure to yield to the restrictions and requirements of people with cars, not just in rural areas but everywhere.
