If that is the point then I see the point as it is unwilling danger with no knowledge of that fact. It's not like they try to ban things people know for a fact it's unhealthy and don't care. (Cigarettes, alcohol)
Same reason why the usage of lead was restricted, it would make sense despite being annoying.
