There are some free hardware designs available, but getting those manufactured results in the same problems as hardware made from nonfree designs.
Running free hardware designs on a FGPA is a middle ground, but FGP's that are fast and large enough to handle all the logic required for a general purpose computer aren't programmable with only free software.
