    It is not easy for foreigners to gain a Philippine citizenship. It take years: you can not leave the country for years, for example (unless an exemption is made). However, once you pass all the requirements, the last steps are to get the Lower House and the Senate to approve your application (which can take months), and the current President of the Philippines to sign it.

    In fact, as long as the Congress (Upper and Lower Houses) approves your application, it's a done deal. Even if the current President doesn't sign it (for example, too busy), once it expires it's automatically approved. The “signing period” is actually for the President to have a chance to review and veto it.

    (At least that's how I understood it. Things might have changed the past few years. I haven't updated myself on this subject.)
