I have an uncle who runs a call center and uses prisoners as his main labor, he is part of a private business initiative in a few states. He can bill his services at market rate prices and is legally only allowed to pay his employees $1.05/hr. Personally, I think it's a great deal.

For the right business model, prison systems are hugely profitable.
