Maybe shareable packs are on relays, but I want to see what clients do with NIP-30 first. Each client could hardcode a custom set at first, meaning different clients will have access to different emojis (but all clients can view other clients' emojis). That would be interesting. Then, they could let the user upload their own emoji sets to the client. Finally, shareable packs(?)
