They don't migrate (mostly, we have mild winters), and parks were a mess. Birth control, cull, what to do? A town in New Brunswick, "don't kill them! We'll take a bunch!" So, transport trucks full of geese were sent east. A few years later, from NB, "the geese are a problem, what shall we do?!" :)
