I don't think it was deliberate — national identity document project in England was blocked a decade or so ago as result of "popular protests" (which I suspect were driven by stakeholders of Experian and similar companies).

Electoral commission was handed a political #VoterId decision to implement the "photographic id verification", had to deal with whatever identity were available to them, and if they left out "Oyester 60+" etc they would immediately face accusations of "suppressing vote of seniors". They simply compiled the list of all identity documents available in a country without a single national identity document 🤷♂️
