Yes they'll do for daily activities that don't involve Steam or Windows apps and it won't work as a native/hardware-accelerated x86 VM.
I'm not sure but I don't think all programming languages have been ported. Certainly enough was ported to run GNOME, though.
Look up some more info, I don't want to give you false hope. But yes, it's meant to be used as PC for working on porting apps to the architecture, and I guess for enthusiasts too if your apps run.
For a potential end-user these boards are overkill, by the way. The first one had 8GB RAM and the second one had 16GB RAM.
