Crimes aren't violent nor malicious by default. Ever jaywalked? You're a criminal. How about driven down the road without a seatbelt on? You're a criminal. Hell, in the UK you're a criminal just for telling the truth about demographics like muslims or trannies.. Governments aren't great moral determinators, and they decide what is and isn't a crime.
