We can gradually upgrade Fediverse to public key identities with FEP-c390 identity proofs. One key-based identity can correspond to multiple domain-bound identities (actors). This resembles how nomadic identities work in Zot where user is identified by a hash derived from public key and each domain-bound identity is a fully-replicated clone linked to this identifier (if I understood the mechanism correctly when it was discussed on SocialHub https://socialhub.activitypub.rocks/t/reuse-of-identity-channel-addresses-revocation-reissue-of-keys/2888).
