If you have to wait a whole millisecond before you can teleport again, then the speed you can travel at is pretty fast:
17.78 cm * 1000ms = 17780 cm/second
17780.00 / 100 = 177.8 meters/second
177.8 * 60 * 60 = 640080 meters/hour
640080 / 1000 = 640.08 km/h
No need to worry about air resistance either, as you're staying completely still - you're teleporting instead.
I think 2 is a trick, as free really means something similar to "without x restriction" and that doesn't say "gratis gravel for life".
Maybe if you choose 2, any gravel you walk on respects your freedom?
