Yeah, that kind of survey really isn't reliable enough to come to that sort of conclusion.
From what I can see, the only conclusion that can be reached is that for stack-overflow developers that have mentioned what OS they use, systemd/Linux has become more popular than MacOS.

You need GNU Linux-libre for a free version of Linux: https://www.fsfla.org/ikiwiki/selibre/linux-libre/
But even then, you probably want an OS, rather than just a kernel: "Sadly, a kernel by itself gets you nowhere. To get a working system you need a shell, compilers, a library etc. These are separate parts and may be under a stricter (or even looser) copyright.
