Maybe that was the intention at the start, but it has morphed into a different beast.
As you wrote, "open source" is even more confusing than free software, as the natural meaning is "you can look at the source code" and that cannot be explained away without taking 4 minutes at least.
As you wrote, the misunderstanding when it comes to free software can be rectified by quickly saying: "free as in freedom, not free beer".
