vgrass@colin Well, the region of the petition is the European Union. It's directed to "Members of the European Parliament, national governments, and political party leaders across Europe". All the signatories so far are from European countries except for 9 from Brazil. So, I guess it's not a formal requirment, but yes, it's a European thing for Europeans. Why not do the same for Asians or Africans?
