Something like 80% of child porn that can be accessed on public internet sites is served from computers physically owned by DoD offices and datacenters operated by the DoD. The CIA uses it more than the FBI. The FBI are usually interested in answering the question "is this image I found in the database or not" and the CIA are usually interested in getting foreign dignitaries to download child porn from DoD operated servers so they will have proof that they're child molesters to use to blackmail them into doing what the USA wants
