lol, yea, I was thinking the same thing. One former PBS worker said that it's probably the result of a single guy for a single local station who was in charge of the tapes and insufficient funding. Apparently his local station lost everything in I think the 90s when the place they stored stuff burned down.
The counter to that though of course is that the cloud storage probably cost more and the legal costs even if trivial were probably still in excess of even implementing a simple consumer focused not excessively over-complicated fix. Like, simply making copies of the data and storing it off-site.
