Telegram isn't even encrypted unless both sides turn it on, and even then it's a proprietary roll-your-own cryptographic protocol created by Nikolai Durov who's a mathematician, not a crypographer/cryptanalyst. Since the vast majority of users don't know any better, in 99.999% of cases everything on telegram is transmitted in the clear (eg. IP addresses, device details, phone numbers, account-change history, message contents, group memberships, contact lists, precise message timestamps, and photo exif metadata including GPS and camera data). It's a joke.
