There's cases to be made for issuing licenses only to those suitable to parent. I have a grossly fat (adopted, lol) cousin who did OK - just OK - parenting. My aunt picked up her slack, but her boyfriend feeds his under-13 kids such that both overweight & his son is on a cholesterol watch 😩
