Alpine is a GNU/Linux distro - just because a garbage libc is used instead of glibc, doesn't magically make all the GNU packages included by default and necessary to build Linux, disappear.
The actually used, default install of Alpine contains GNU coreutils, gdbm, gmp, gnuTLS, grub, libgcc, libidn2, ncurses, parted, readline, tar, wget and more.
There's also a useless install, which has BusyBox (contains GNU code) instead of coreutils, but that quite clearly says; "Just enough to get you started. Network connection is required." [so the user can install all the missing GNU packages, when they realize the OS is garbage, due to missing crucial GNU packages]
Even the useless install includes by default GnuTLS, unistring, ncurses, wget, gmp libidn2 and more.
