A car striking such a tank will in 99% of cases will just dent the tank - there would need to be a really unlucky situation where the tank is split right open, the LPG given several seconds to form a cloud of the right ratio (too long and the cloud this) and then an ignition source applied at the exact time for an explosion to occur.
