    > A few are good, many are bad

Absolutely. There was an attempt to spin this positively, the "10x engineer", and then there was the attempt by the commies to dismantle this observation of wide variance in talent: https://www.buildly.io/articles/10x-engineer-myth-diverse-teams.html , https://jasoncrawford.org/10x-engineers . I mean, it's pretty goddamn obvious that Ken Thompson gets shit done that a PHP monkey couldn't, but the "it's a myth" story persisted for exactly the reasons you expect.

    > they all appear to work very hard, then the product is shit

Fred Brooks was right and is still right about the causes; anyone that wants to understand why a few kids in a garage can do something that a team of 20 dudes cannot should probably read "The Mythical Man-Month".

I don't know what the product is or how the department is run, but I don't doubt that it's true.

    > My current company has been preparing to replace them for over a year now.

Yeah, I've seen how that goes. :indiancallcenter:
