@petergleick It's happening all across the West Coast. Oregon is currently the 'worst off' compared to WA and CA. The biggest factor has been how warm these storms are, it's not just rain, but very warm rain, comparatively.
People do not seem to understand the looming water emergency. It's not that we haven't had enough precipitation (we've had PLENTY), it's the lack of cold enough temps for meaningful snowpack to form and remain. Everything that has fallen as snow has melted below about 7000ft above SLE from the warm rain.
