    Hmm ok so a server can decide to not carry some channels, or ban some users...

    But all servers still have to agree on who is an op on each channel.

    Which means a malicious server can mess up the whole network.

    And server interconnection is transitive, which means adding a new server to the network requires consensus.

    Sounds kinda like EU...
