- get rid of all illegals
- (new refinement ) get rid of all people here "legally" that are actually being criminal
[ this is really first step, because the whole step is "get rid of people who don't have a proper legal claim to be here ]
- start remove people here legally in reverse order of arrival until things get unfucked.
