@silverpill i dont know alot about programming, especially with databases and postgresql spesificly is more of a blackbox to me but from what i know/theorise implementing such a system shouldnt be harder then implementing postgresql as a db for a applications, in theory you just have another database with a table where every hash is noted with a exipry data and a true or false statement if the file can be deleted. You could go further and only have one instance delete stuff.
