Because their entire enterprise is dependent on soft money, even a small gap in funding results in professional death — at least in the life sciences. If you lose your funding, you lose all your staff and can't purchase supplies to continue your research. And probably can't come back from that. This has contributed to a head-down conservative approach to any kind of activism.
