Indeed, all that — plus the fundamental outlook the book fosters to view infrastructure not just as physical objects (“infrastructure is wires, pipes, bridges”) but as •systems• (“the electrical grid is wires, people, laws, agencies…”). Thus my assertion that while helmets are not infrastructure, a system that collectively makes helmets readily available to people in contexts where they need them •could be• infrastructure.
