No two requests come from the same IP, user agent, etc. explicitly so there's no way to categorize the traffic that makes it easy to block. Last one I was hit bad by, I literally added a "block everything" fail2ban rule for a bit, and all that happened was I hit 100k unique IPs before I gave up and pulled the site down.
