1. Don't actually cancel grants or tell researchers to stop work.
2. But, at the end of the month, don't pay for work done.
3. Repeat.
4. Universities can't say grants have been canceled because technically they haven't.
5. Universities are incentivized to keep negotiating (and keep quiet) in hopes the NIH will change its mind.
