   In China if you hit someone with your car and injure them sufficiently that they will require lifelong care, the arrangement is the offender directly pays such costs. It has been rumored that some will just back right over them to finish them off because a funeral and some percentage of earnings is substantially cheaper.

     If this is in China, there's good reason. It's legal and culturally accepted that if you try to help someone who's in trouble or incapacitated, you're now responsible for their well-being and all costs and lawsuits are aimed at you. It's the most anti-good-Samaritan things I've ever seen and often leads to these kinds of scenes.

     I just mention that aspect of the culture. Someone else suggested it's because of liability if they try to help which is what you're saying. If there were protections under such law people might be inclined to help.

     @PNS @amerika @Invictus My parents lived in Hong Kong for 20-odd years, and while HK was fully brittish, take a ferry to the mainland and it was a completely different world. I was told they don't help people who get injured in traffic accidents because it's considered bad luck to do so… It's also why they build skyscrapers on bamboo scaffolding, which regularly collapses and injures/kills a dozen at a time.
