     But not why you think. Because those neighborhoods will be more "ethnic", they'll claim its racist, just like they did in L.A. re pulling cars over for broken tail lights, windows, lack of registration, etc.

     It's going to affect construction people. When I worked in Florida, we used to have to get authorization to enter the HOA communities. Sometimes involving like owner authorization, management company authorization, written day passes displayed in the windows, and one time I couldn't enter one because I had a truck with a toolbox init and having work vehicles in the community was against the HOA rules.

     They're a side effect if CC&R law. I think the states didn't want to deal with a bunch of private litigation over restrictions, so they allowed pre-litigation administrative bodies to exist in an effort to resolve disputes ahead of litigation. I'm not saying the intent was the result.

     Most people will exercise power for the dopamine hits / ego, which usually is highest / in play in the most minor matters. It takes real restraint to choose battles.
