    As anyone who has had a failed paint project can tell you (and this one is a real doozie), we are only at the beginning of this saga.

    Eventually they will need to drain it, and everyone is going to see the nightmare of pealing rubberized toxic mush. Then will begin the scraping, sandblasting and material removal. Disposal will be a superfund level environmental mess. Then repair of the aged and failing concrete, if it is even possible. Might need to demo the entire thing...

      Funny, I've used nukote sealants before.
      Good stuff.
      If you read the manual, it'll tell you that it won't fix wet concrete (like a badly designed slab sinking into a reclaimed swamp).
      Also the concrete to be sealed should be dry, etched, patched, and primed.
      Any idiot can slap paint around.

      90% of a good paint job is the preparation.

      Half cured resins are horrible. Too sticky to spray, sandblast, or chip off. Too resistant to chemicals to dissolve without causing a separate superfund issue. Not toxic enough to bring in a grinder and take the top 20mm of surface off, but too nasty to leave.

      And anything you do is going to stink like cat pee and petroleum offcasts, and require expensive PPE.
