     the thing to keep in mind as well, is that it has been shown that diversity actually hurts teamwork, so you likely would need people with like 140+IQ to offset the loss from cultural issues even at like 130.

     The odds are that 90%+ of that 3 million are already here. And no one is willing to offer them jobs. And if they find one the salary isn't remotely worth the work required.
