      I remain convinced its part of a planned pathway to full "service with digital id only", where "service" is any state interaction, and probably internet access if all kinds.

      @neil @cyberleagle The power to create regulations around proving age at 13 for Information Society Services is very broad. I wonder if it will be used to suggest Government Digital ID. I’m not sure there is any small site exemption for ISS for GDPR as you get with OSA’s catergories of services and risk profiles. Using GDPR article 8 as a way to age gate everything seems a lot and not what the public debate is about.

      @botvolution @neil @cyberleagle It says in the consultation “Making the digital ID available for those aged 13 and over could help address these inclusion concerns by being free for children to access and use. It could help services to accurately distinguish a child’s age or age group between 13-17 and thereby deliver more tailored and age-appropriate experiences” https://www.gov.uk/government/consultations/making-public-services-work-for-you-with-your-digital-identity/making-public-services-work-for-you-with-your-digital-identity. This amend provides how they can do it
