     "It depends" but it shouldn't take long. I mean you only want something 3 metres long or so and a decent engine to drive it.
     
     Those are probably the hardest parts.
     
     Like I said the aeronautics is a big thing, so is the flight model. But they have done the flight model in iran already because they have autonomous drones - it wouldn't be hard to modify for a new one.
