   A lot more of the locals love Chavez, vs Maduro - because they credit Chavez for rescuing them from their pre-Chavez, horrible living-conditions. I don't see how this is anything but Marco Rubio "getting off" - certainly not a wise move, strategically - ala "winning hearts and minds."

     This is just dumb and unnecessary to the goals, and has potential to back fire in the long run. Once war becomes symbolic and not functional, you open yourself up to similar symbolic attacks by enemies everywhere.
     
     It also likely have the opposite effect of what was likely intended. It will only exacerbate protracted insurgency and increase casualties.
     
     It also tends to go against the Roman doctrine regarding the adoption of local symbols, at least temporarily, in order to placate the locals. Then you give them cities and hook them into the larger system.
