   In so much that external business analysis is required, they could use local firms, foster professionalism in their own communities and in their own ranks

   These big firms cosplay competence. Their role is to provide cover for decisions already made.

   There is a role for independent advice, the big consulting firms do offer it, but it is low quality and very expensive
