"Council officials have been branded “offensive” and “scientifically illiterate” by feminist groups for insisting that pregnant women should be called “people with ovaries”. Officers at Bristol city council also argued that the term “maternity” should be replaced with paternity to avoid offending transgender people. They made further demands for support for biological men who want to “chestfeed” babies — despite questions about whether this practice is harmful. The comments, revealed by the Daily Telegraph, were made in a 39-page response to a consultation by the Equality and Human Rights Commission (EHRC) on updates to its equalities guidance.
The consultation follows the Supreme Court ruling in April this year that the definition of a woman and man refers to their biological sex under the Equality Act. Bristol city council raised a number of objections, including urging the EHRC to drop gendered language when referring to pregnancy, maternity and breastfeeding. It warned against using pronouns such as “she/her” because they are not used by all “pregnant individuals” such as trans men — who are biologically female but identify as male — and non-binary people, who do not identify with either sex.
Officials cautioned that their use could add “additional emotional and psychological distress” to such individuals and may cause “discrimination” when accessing maternity services. “We strongly advise the use of more inclusive language such as using ‘they/them’ to refer to all individuals or include other identities to reflect the diversity of individuals who access maternity or paternity services,” the council submission continued. • The trans rights age gap: ‘It’s infuriating when Mum argues about loos’ “This could include ‘people with ovaries’ or the term ‘people who use paternity services’.” The council said that it also recognised that “individuals may not identify with the word maternity and prefer paternity” because this term is “gender neutral”. In addition, it pointed out that it was unclear what support would be available in the update guidance to trans people who wished to chestfeed to ensure that they are protected from discrimination.
“The statement that pregnancy and maternity protections ‘apply on the basis of biological sex’ is too vague,” the response added. “It is unclear whether it refers to anyone capable of pregnancy, or only those who were assigned female at birth.

Heather Binning, a director of the Women’s Rights Network, said: “This is ridiculous virtue-signalling from Bristol city council. “In their efforts to be inclusive they not only manage to be scientifically illiterate but also offensive to women.” Maya Forstater, chief executive of the sex-based rights charity Sex Matters, echoed these sentiments.

Mara Ricoy Olariaga, sexual and reproductive rights lead for the feminist organisation FiLiA, was equally critical. She said: “Reducing women to our reproductive organs is not inclusive, it is dehumanising. Many women do not have ovaries due to age, illness, surgery, or natural variation, yet they remain women. “Defining us by body parts both excludes these women and obscures the material reality of our lives.” A Bristol city council spokesman said that it “has undertaken to review relevant policies and procedures following publication of the updated statutory guidance from the EHRC”."
