The modus operandi of the modern world is this:
Complete and utter abdication of responsibility.
Nobody wants to take responsibility or blame and you are not allowed to be responsible for yourself. You must defer to corporate/government policy. You must defer to doctors or other "experts" who can then point to policies that then make them blameless as well. We're already seeing some workplaces that demand employees use the "expertise" of AI to do their work. If they AI is wrong, nobody can be held accountable. Everything must be structured to meet this end.

@WoodshopHandman In a docu about prefabricated housing in Britain that were build post ww2 the same thing played out.
The main gov blamed the local authorities and the local authorities blamed the gov and the corps that were more than happy to sign the deals in order to be 150k houses over 5 years.
To avoid actual craftsmen and time, they prepoured the concrete slabs and assembled them on-site, using pins to keep them in place.
No one could be blamed, the workers blamed the higher ups, the higher ups the gov for pressuring them to build the houses on and on and on.
