     Sadly, there was a use case for FBI, but they never did anything of what they were supposed to do, so might as well fire them en masse.

     Don't know, so probably yes.
     
     It would have been nice to have a federal entity to keep a lid on corrupt state officials, mafia, etc. But the FBI never did a damned thing except visiting kafkaesque state terrorism on common folks over their political views or just at random.

     Correct, I know I saw Marshals show up in westerns and documents from the 1800s, looked it up an they were founded in 1789.
