     It's a cultural thing, they literally worship gods and demons that represent theft and deception, they're also hedonists that have normalized drug consumption to such an extent that it's part of their diet and cuisine.

     Many moons ago I recall that the first time you visit that town you'll see two retards bullying a random dunmer because racism.
     
     Then if you go to that dunmer ghetto, you'll see one of them has a trade spot and an Empire fan shrine on his room and several letters discussing how the guy is basically an agent spying the town and sending intel back to Solitude. He's the worst agent ever as he has a shitload of incriminating evidence in clear sight, and he does nothing if you try to read his shit, but I guess the devs has to cut corners/were too lazy to code and also had consider the average IQ of their playerbase, most people didn't even notice this and it's not even hidden.

     It's genius when you think about it. Where's the last place anybody would ever think to look for evidence of espionage? In documents laying completely out in the open. If I was a spy I'd leave all the important communications with my handler sitting in the junk mail pile.
