     @Lyle @DocAtCDI I would assume the rationale is that they take you to the ports through which transit-to/commerce-with other states is possible.

     @DocAtCDI I found that surprising also. Best I can tell it’s to qualify for giant federal subsidies that have no relationship to what would benefit a chain of islands with serious transportation and land use problems
