     @annika Local chain is selling sugar in both plastic bags and new+improved paper bags. The paper bag costs a bit more.

     But this kinda describes everything: the costs or inconveniences are pushed onto the consumer instead of forcing the producers to stop fucking around. I have to bring my bag (which I do, it's a good thing, I don't really want endless plastic bags at home), I have to pay pennies more for actually recyclable paper bags. Meanwhile, producers just do what's cheaper.
