     @KarlDahl @Terry @elston_ The thing is that they don't actually have that much money to do good bribes, all they can really manage is paying of a few dozen border guards and their supervisors and maybe a local politician or two.
     
     Stuff that any real anti-bribery stuff would smoke out instantly.
