  Honestly I could see an argument for atla actually being anti fascist, since the villains are pretty clearly meant to be at least partially fascist and nazi inspired. I don't think it's the core theme of the show but it does have some stuff about nationalism being twisted to justify oppression, propaganda twisting an invasion to be self defense, and stuff like that.
