   it's the opposite of the way democratic governments can be when citizen participation in government is actively encouraged

     Socialism is collective (read; governmental) ownership and control of the means of production. It says to people "Oh, you're unfit to have this control, to make these decisions; we'll do it for you. You simply cannot be trusted to make your own decisions in a free market; you might hurt yourself!"
