     Presumably, FEMA will acquire a cadre of commissars, who will assess the political loyalty of any locale asking for govt disaster relief, and prominently deny it to those not on the President's Red State White List.

     Aid automatically approved for any location hosting a Trump property. Aid automatically denied for any Democratically voting or leaning state, and for those locations hosting people and institutions on his shit list.
