   This is what it looks like when a politician understands *incentives*. It's literally the foundational framework he's describing for his decision making. As it should be.
   If you don't care about incentives, you don't care about free will or individual needs, that makes you a communist. Find me a liberal politician who has ever mentioned incentives.
