the other possibility is he straight up already got lobbied by companies that rent floor space to federal offices, we're undergoing a commercial real estate bubble pop right now

@zaitcev @sun my general feelings to things is to hand out directions and due dates and then just be available to put out fires / fixes and if they can't figure out how to function they can get a new job.
this kind of dictat is just generally improper too because its making micromanagement decisions about someone else's fiefdom :cirno_doubt:
